Frequency measurement using the Cronos method
Configuration parameters:

Tbase: time during the rising edges are counted (configuration parameter)

NrOfSamples: number of counted edges during the time Tbase.

T_measured: time between the first and the last detected edge during the time Tbase.
The frequency gets calculated after this time-span f = NrOfSamples / T_measured. The measured frequency is scaled every 10µs to get the sample rate 100 kS/s.
